The governance structure of the Eurasian Accreditation Committee is built around the principle that accreditation decisions must be made independently of all parties that could have a commercial or other interest in the outcome.

This structure conforms to the requirements of ISO/IEC 17011:2017, which defines how accreditation bodies shall be organised to ensure impartiality, competence, and accountability.

Responsibilities
  • Approval of the Committee's strategic direction and annual plan
  • Approval of accreditation policies, criteria, and procedures
  • Oversight of the Committee's financial and operational performance
  • Appointment of members of the Accreditation Panel
  • Ensuring the Committee's conformance with ISO/IEC 17011:2017
Composition

Accreditation Panel

Responsibilities
  • Review of assessment reports submitted by the assessment team
  • Making independent accreditation decisions (grant, suspend, withdraw)
  • Review of applicant responses to nonconformities
  • Consideration of appeals against accreditation decisions
Independence requirements
  • Panel members act in a personal capacity
  • No member may participate in a decision where a conflict of interest exists
  • Panel operates separately from the assessment team

Secretariat

Responsibilities
  • Receipt and processing of accreditation applications
  • Coordination of assessment scheduling and logistics
  • Maintenance of accreditation records and the public register
  • Communication with applicants and accredited bodies
  • Support to the Governing Board and Accreditation Panel

Assessment Team

Responsibilities
  • Conducting document reviews and on-site assessments
  • Witness audits of certification activities
  • Preparation of assessment reports for the Accreditation Panel
  • Identifying nonconformities against accreditation requirements
Competence requirements
  • Assessors are selected against defined competence criteria
  • Competence is scheme-specific — assessors are qualified per management system
  • Assessors are subject to regular performance monitoring

Impartiality

Managing conflicts
of interest

The Committee maintains a documented Impartiality Policy that defines how threats to impartiality are identified, evaluated, and eliminated or reduced to an acceptable level.

All personnel involved in accreditation activities — including board members, panel members, and assessors — are required to declare any actual or potential conflicts of interest and to recuse themselves from relevant decisions.

5.2.1
Impartiality commitment. The Committee is impartial and is not influenced by other interests or by other organisations in ways that would contravene impartiality.
5.2.2
Threat identification. The Committee identifies, analyses, and documents threats to its impartiality on an ongoing basis, including threats arising from its relationships.
5.2.3
Conflict of interest management. If a threat is identified, the Committee eliminates or minimises it. It documents how such threats have been resolved.
5.2.4
Public availability. The Impartiality Policy and information on the Committee's governance are publicly available on this website and upon request.
