Eligibility criteria and documentation requirements for certification bodies applying for accreditation under ISO/IEC 17021-1.
Who can
apply
Accreditation is available to legal entities that operate as certification bodies providing audit and certification of management systems. The applicant must be able to demonstrate that its operations conform to ISO/IEC 17021-1:2015.
- The applicant is a legally constituted entity
- The applicant operates a management system certification programme
- The applicant operates in the Eurasian region or certifies organisations there
- The applicant is able to submit the required documentation
- The applicant accepts the Committee's accreditation criteria and procedures
What to submit
with your application
The application package must include documentation across four categories. The complete list is available in the application form and supporting guidance documents.
- Quality manual or equivalent top-level document
- Documented procedures for all certification activities
- Impartiality policy and conflict of interest procedure
- Complaints and appeals procedure
- Document control and records management procedure
- Organisational chart with roles and responsibilities
- Competence criteria for auditors and technical experts
- CVs and qualification records for key personnel
- Training and development records
- List of auditors by certification scheme and competence
- List of current certified clients by scheme and scope
- Sample certification decision records
- Audit programme and planning procedure
- Certification decision procedure and authority matrix
- Records of complaints and appeals received and resolved
- Certificate of legal registration or equivalent
- Completed and signed application form
- Signed acceptance of accreditation terms and conditions
- Scope of accreditation requested (schemes and geographic scope)

Key personnel
requirements
- Formal qualification in the relevant management system standard
- Documented audit experience (stage 1 and stage 2 audits)
- Knowledge of ISO 19011 auditing principles
- Scheme-specific technical knowledge
- Continuous professional development records
- Competence to evaluate audit reports and make certification decisions
- Independence from the audit team for each certification decision
- Understanding of ISO/IEC 17021-1 certification requirements
- Documented authority and accountability
- Demonstrated commitment to impartiality
- Understanding of ISO/IEC 17021-1 requirements
- Responsibility for policy and resource allocation
- Oversight of the certification management system
